摘要:随着国家对高校毕业生实行“双向选择,自主择业”的政策,大学生不再是端着“铁饭碗”的特殊群体。随之而来的是大量大学毕业生找不到工作或屈就于一些只需要体力的工作岗位,才能得不到发挥,这也就是所谓的“知识失业”。本文从我国“知识失业”的现状出发,比较详细地剖析了“知识失业”产生的根源,并借鉴相关人力资本投资理论,客观地分析“知识失业”对人力资本投资的影响,最后从家庭和个人、企业和社会以及国家和高校三个层面提出解决问题的相关对策。

Abstract: With the deepening of China’s market economy reform and the implement of “two-way choice, choosing profession independently” policy, college graduates are no longer a special group with “iron rice bowl”. A large number of college graduates can’t get jobs, and have to go into some manual jobs, and their abilities can not be used, which is the so-called “Knowledge Unemployment”. This paper describes the present situation of our country’s “Knowledge Unemployment”, and probes into its root in more details. Focuses on related human capital investment theory, the human capital investment main body for research. Then, this paper objectively analyses the effects of “Knowledge Unemployment” on the Human Capital Investment and puts forward the relevant countermeasures to solve the problem, from the viewpoints of households and individuals, companies and society, countries and universities.
