新型农村社会养老保险制度探讨-XX县为例.doc

摘要：随着人口老龄化趋势的日益加剧，养老保障问题作为一个世界性难题得到了各国政府的广泛关注。据我国第六次人口普查数据显示，我国60周岁以上的老年人数量占全国总人口的13.26%，这说明我国人口老龄化现状已十分显著。和发达国家人口老龄化的特点相比，我国农村老龄化水平要明显高于城镇，而且这种现状在短期内得不到改变，预计将持续到2040年。这使得我国农村养老问题愈显突出。因此，建立和健全农村社会养老保障体系关系到我国农村社会的稳定和国民经济的发展，农村社会养老保障改革迫在眉睫。本文以江苏省灌云县为研究对象，通过问卷调查的方式，探究灌云县新农保政策试点的推进情况，并以新农保的试点为突破口，探究当前灌云县的农村养老现状。

Abstract：With the aging of the population growing trends, old-age security problem as a worldwide problem has received wide attention from governments. According to the sixth census data , the number of elderly people over 60 years of age in China, accounting for 13.26% of the total population, the condition of aging of population in our country has very significant. Compared with the developed countries ，the level of rural population aging in China is much higher than the town’s, and the situation is not to change in the short term, being expected to continue into 2040. This makes the rural old-age problem become more prominent Therefore, establishing and perfecting the rural social pension security system related to the development of China's rural social stability and national economy, the rural social old-age security reform being imminent. This article take the Guanyun County of Jiangsu province as the research object, through the method of questionnaire inquiry, explore the pilot of the new rural social pension insurance of guanyun county.

　　目前，我国虽然已经在全国范围内有条件的县市开始进行新农保的试点工作，但由于我国老龄人口比重大、经济发展水平较为落后和物质条件尚不丰富，受土地流转的影响，传统的土地保障功能被极大削弱，家庭养老模式也受到冲击，因而要解决世界上规模最大的农民的养老保障问题，史无前例，困难空前。所以未来新农保还有一条极长极艰难的路要走。本文在农村人口老龄化背景下，以新农保工作的试点为契机，尝试对我国新型农村社会养老保险进行科学调研和理性反思，评估灌云县新农保政策试点的实际效果，总结实施该政策的阶段性成果，反思其所存在的不足，并结合灌云县的社会经济特点，探索有针对性的解决方案。
