民办社工机构发展障碍分析--以重庆RA社会工作服务中心为例.doc

摘要:改革开放30多年来，我国在社会公共管理领域推进“政社分离”改革，积极培育社会组织，将政府的部分社会管理职能转交由社会组织来承担，提出构建“小政府、大社会”发展目标。作为社会组织范畴之一的民办社会工作机构，近年来在各级政府和民政部门的推动下，机构数量快速增加，成为吸纳社会工作人才、开展社工服务的重要载体。民办社会工作机构在各方的大力推动下，取得了较快的发展。

　　　尽管社会工作专业有大好的发展形势，但是民办社工机构在具体的发展过程中总会存在这样或那样的问题。因此，通过对国内外针对民办社工机构发展障碍的文献进行分析，以及进入民办社会工作机构实地调研等方式，了解社会工作专业机构从成立到具体运行等多方面所存在的问题，找出影响其发展的障碍因素。在对障碍因素仔细分析的前提下，提出解决策略，为促进民办社会工作机构的发展提供具有参考性的意见。

ABSTRACT:More than 30 years of reform and opening-up, our country push "government and society separation" in the field of public management reform, and actively cultivate social organization, will transfer part of the social management function of government by the social organization, put forward the construction of "small government, big society" development goals. For the non-governmental institutions of social work is one of the category of social organizations, governments and civil affairs departments at various levels in recent years, under the impetus of the number of institutions grew quickly, become a social work personnel, to carry out the important carrier of social work services. Run by the local social work institutions under the push of the parties, has achieved rapid development. 

　　　Despite good professional social work development situation, but the development of the non-governmental institutions of social workers in specific problems will always be one way or the other. Therefore, this paper aims to against the obstacles hindering the development of non-governmental social work institutions in the literature at home and abroad is analyzed, and into the private field research methods such as social work institutions, understanding of social work professional institutions from the established system to specific operational aspects of the problems, find the obstacle factors influencing its development. On the premise of careful analysis of obstacle factors, puts forward the strategy, in order to promote the development of the non-governmental institutions of social work provide advisory opinion.
