摘要:2013年1月4日，河南兰考县城关镇一居民楼的一场火灾共造成7死1伤的惨剧，再次为我国社会救助制度不完善敲响了警钟。公民的生存贫困问题不仅仅是个人原因造成的，更多的是社会分工不均的后果。在对社会流浪乞讨人员的救助上，社会理应承担更多责任。目前我国社会救助整体上仍然处于低水平、低效率和低覆盖面的发展初级阶段。本文通过对社会流浪乞讨人员产生原因和群体特征分析和对当代社会救济政策和实践的整理，提出了以深化新型城镇化下户籍制度改革和完善社会救助体系等若干建议，以期能在流浪乞讨人员救助上有所帮助。

ABSTRACT:The fire in Lankao County caused a total of seven dead and one injured in January 4, 2013, which once again sounded the alarm for the imperfect system of our social system. The problem of living below the poverty of citizens is not just personal reasons, is more a consequence of unequal social division of labor. The assistance system for vagrants and beggars should assume more responsibility. At present, our overall social assistance remains low-level, low efficiency and low coverage of the primary level of development. Based on the causes of vagrants and beggars, the social characteristics of the groups of vagrants and beggars, the finishing of social assistance policy and practice of contemporary society, this paper has proposed to deepen reform of the household registration system, to improve the social assistance system and other recommendations.
