[摘要] 改革开放以来，随着经济的发展，人民生活水平及医疗卫生保障事业的巨大改善，特别是人口生育水平的下降，使得人口老龄化进程加剧。在九十年代以前,我国的农村养老模式以“家庭内自然养老”为主,但随着城市化的发展,大量青壮年劳动力涌入城市,导致传统的养老模式面临诸多挑战。在这样的背景下，经历了试点后，新型农村社会养老保险制度在全国范围内全面实施。本课题以江苏省盱眙县黄花塘镇何圩村为例，通过调查问卷研究新农保制度存在的问题并进行对策分析。

Abstract: Since reform and opening, along with economic development, people's living standards and medical health insurance industry improvement, especially decrease in the level of population fertility,lead to the aggravation of population aging process. Before the nineties, the countryside endowment mode is “natural endowment within the family” in China , but with the development of urbanization, a large number of young workers pour into the city, leading to the traditional pension model facing many challenges. In this context, after the experienced pilot, the New Rural Social Endowment Insurance System is implemented in the country. The topic consider He wei cun, Huang Hua Tang Town, Jiangsu Province as an example, by questionnaire study the problems and give the countermeasures of the New Rural Social Endowment Insurance System.
