摘要:城乡人大代表同比例选举的根本目标，是促成中国城市居民和农村居民所享有的选举权真正实现平等：即在合理的大前提之下，不论市民还是农民，首先，每个公民都享有选举权和被选举权；其次，每个公民所享有的选举权的价值都相等；最后，每一个参加竞选的公民都有均等的机会成功当选。换言之，就是：“一人一票；每票等值；胜机平等”。
城乡人大代表同比例选举对于中国公民平等的实现选举权和被选举权意义重大，尤其是有利于进一步丰富平等原则，有利于健全完善我国的选举制度，有利于统筹城乡民主政治建设。
此次《选举法》规定了“城乡人大代表同比例选举”并未能就此真正实现城乡居民选举权的平等，实际上这只是迈出了一小步，还有大量的后续配套措施要加以跟进。逐步实行城乡按相同人口比例选举人大代表的实现途径有：统筹城乡发展；加强党对城乡人大代表的选举的领导;培养大量的由现代政治文化武装起来的有民主宪政素养的新人;修改选举法;加强实践探索等。
