摘要:21世纪是知识和人才的时代,伴随着世界经济的飞速发展,经济结构发生了重大的变化,高新技术的应用,对经济增长的影响也越来越突出。自改革开放以来,在国家促进经济增长、全面建设小康社会的政策下,以个体工商户、私营企业、乡镇企业为主体的民营经济迅速兴起。企业效益的高低,将取决于人的能力是否充分发挥、人力资源能否得到充分利用,然而,我国民营企业对人力资源管理不够重视,人力资源会计制度在民营企业中的运用也不完善,因此,民营企业想要获得长远发展,就必须建立健全科学的现代人力资源会计制度体系。
本论文是结合新形势下人力资源会计的应用与推广的趋势,运用人力资源会计的相关理论,构建适应我国民营企业人力资源战略会计管理的框架。首先,本文对人力资源会计的相关理论进行了阐述,在充分了解人力资源会计理论的基础上,通过借鉴国外人力资源会计管理特别是人力资源战略新模式,构建出以价值管理为中心的民企人力资源会计管理框架。文章最后介绍了民营企业人力资源会计账户设置和账务处理,以及应用实施对策,对民企人力资源会计的实际运用进行了验证。

Abstract:Twenty-first century is the knowledge and talent of the era, with the rapid development of world economy, the economic structure has undergone great changes, the application of new and high technology, the impact one growth is becoming more and more prominent. Since reforming and opening, in the country to promote economic growth, the comprehensive construction well-off society's policy, with individual and industrial and commercial door, private enterprises, township enterprises as the main body of the private economy is rising quickly. The discretion of enterprise benefit, will depend on whether those abilities into full play the human resources can be fully utilized, however, China's private enterprises do not pay enough attention to human resource management, human resource accounting system in private enterprise's utilization is not perfect, therefore, private enterprises want to get long-term development, it must establish and perfect the scientific modern human resources accounting system.
This thesis is combined with the new situation of human resources ac- counting in the application and promotion of the trend, using the human resources accounting theory, construct our country private enterprise strategic accounting of human resource management framework. First of all, this paper on human resources accounting of the relevant theory, in the full understanding of the theory of human resource accounting basis, through drawing lessons from foreign human resources accounting manageme- nt especially the human resources strategy of new pattern, construct to value management as the center of the private enterprises human resources management framework for accounting. Finally the paper introduces the human resource accounting account settings and accounts processing, and the application examples in private enterprise, human resource accounting practical application verified.

当前,随着科学技术的进步,知识经济的兴起,在民营企业中合理的应用人力资源会计理论,适应知识经济发展的需要,具有十分重要的意义。在我国民营企业中推行人力资源会计是十分可行的。在我国民营企业中建立人力资源会计要有一个过程,应着重做好以下工作。
首先,深入理论研究,澄清模糊认识,更新传统观念。
其次,吸收借鉴西方人力资源会计理论和方法研究的新成果。
最后,在民营企业中开展人力资源会计试点工作,在试点工作的基础上,进行推广和普及。
无论怎样,人力资源会计未来的发展情形势不可挡,将来会有越来越多的企业加入到这个行列,我相信人力资源会计有着良好的发展前景,在不久的将来,民营企业人力资源会计将会形成完备的体系,在企业中广泛应用。
