基于XX企业建立内部控制的必要性探讨.DOC

摘要:近年来，随着全球经济一体化趋势，我国市场经济得以快速发展，而作为市场经济主体的企业在促进国民经济发展中起着不可估量的作用。企业的生存和发展离不开企业内部和外部两大因素的制约，由于企业外部环境的适应性是建立在内部协调性的基础之上，因此，加强企业内部管理是企业长久屹立于行业之林的最基础的工作之一，更是企业生存和发展的重要保证。所以，本文以三鹿集团为例，结合内部控制五大要素阐述企业内部控制在现代企业管理的重要性，并提出完善企业内部控制的相关建议和对策。

Abstract:In recent years, with the global trend of economic integration, the rapid development of China’s market economy, and as a market economy the main body of enterprises in promoting national economic development play an invaluable role.

　　　企业的内部控制制度，在遵守国家相关法律法规的前提下，还应当结合企业具体情况进行构建和完善，并在动态变化中与时俱进。“三鹿破产案”揭露了当今乳制品行业存在的诸多问题，针对负面影响较突出的三鹿集团，并参照《企业内部控制基本规范》的基本要求，结合一些未见诸媒体的相关资料，我们可轻易了解到三鹿内部控制建设和实施的严重问题，值得世人为之警醒。三鹿的失败为我国企业敲响了警钟：创建和谐的企业内部控制环境，实行有效的内部控制机制，关乎企业的盛衰荣辱和生死存亡，同时更影响着国家的兴旺发达。所以，企业应着手于日常活动各环节的控制点，全面优化企业内部控制环境，强化企业风险意识，加强内外部沟通与合作，促使企业健康持续地高效运转。但需要明确的是，企业进行有效内部控制并非短期凭单个企业就可完成，国家和社会也应给企业营造重视和研发内部控制的良好氛围。
