摘要:随着社会主义市场经济和电子信息化的不断发展，人类逐步迈进了资讯化社会。其中，当传统商业模式逐步地发展成现代商业模式时，传统中小企业的财务管理体系、成本控制方式、资金运作方式、监管手段等方面的问题日益的显现，因此我国应采取相应的对策，进一步的对中小企业经营中出现的问题进行指导，建立健全成本控制与分析体系，从而创造出更好的经营环境。

　　　论文以成本控制理论为基础，以淮安市橄榄绿米业有限公司为研究对象，分析了该企业的成本控制现状，从企业自身及国内外其他企业的成本控制，政府和国家的相关政策等方面着手，从发现的问题出发，提出了中小企业成本控制与分析的优化措施。论文认为中小企业最重要的还是要建立健全成本控制与分析系统，并且知道如何准确的针对本企业的具体情况执行和贯彻，如何创新成本控制的思想与导向以及如何进行有效的控制与分析。

Abstract:As the rapid development of socialist market economy and electronic information industry, human gradually stride forward into the Information society. When the traditional business mode has developed into the modern commercial mode step by step, problems in the financial management system, capital operation, regulation and other aspects of the disadvantages have become increasingly prominent. Therefore, our country should adopt the corresponding countermeasures aimed at the financial management problems. Doing like this can help enterprises establish and improve the internal financial management system, thus creating a better business environment for the enterprise.  

　　　This thesis based on cost control theory, analyzes the present situation in the case of green olive rice Co., Ltd. Starting from the problems found, the enterprise puts forward the optimization measures, which is from cost control of itself and others at home and abroad, as well as the aspects such as the government and the country’s policies. This one argues that the most important thing of small and medium-sized enterprises still is to establish and improve the cost control and system analysis, how to accurately execute and carry out according to the specific condition of the enterprise, how to innovate the idea and guide of cost control and how to control and analyze effectively.

　　　成本是商品经济的产物，是商品货币经济的一个经济范畴。人们想要进行生产经营活动或达到一定的目的，就必须消耗一定的人力、物力和财力资源，其消耗资源的货币表现及其对象化称之为成本。

　　　成本控制是企业生存和发展的基础。近些年，现代化经济体制和经济环境发生了翻天覆地的变化，这给中小企业带来了巨大的生存压力。这时，成本已经不仅仅只是影响企业利润高低的一个因素，同时也是衡量自身竞争力大小和生存发展潜力高低的重要标准。

　　　同时，成本控制可以为企业降低成本，增强中小企业产品的竞争力，继而促进了整个市场经济的发展。中小企业的健康成长使社会主义市场经济的发展更加的多元化并且更具有活力，市场经济的发展离不开中小企业的努力经营，而进行切实有效的成本控制是必不可少的。
