摘要：众所周知社会保障是社会安定的重要前提，加快城乡居民社会养老覆盖是一项长期而艰巨的工程。我国一直是以农业为基础，长期以来国家历届政府都很重视三农问题。城镇化步伐加快人口迅速涌向城市，农村地区剩下人群是小孩妇女老人，农村地区土地养老模式也逐渐退化。目前我国达到老龄化标准的人口占总人口的14.9%，人数已超过两亿。因此新型农村社会养老保险的问世和实行既十分必要也非常迫切，而筹资问题是新农保的核心问题。
本文通过对我国农村社会养老保险发展历程和典型模式的分析介绍，分析影响其筹资模式的因素。进而对其筹资模式进行评析为以后的研究创新做铺垫。
