摘要:上海外高桥保税区作为中国（上海）自由贸易试验区(以下简称“自贸区”)的核心，实现其国际贸易功能的成功转型既是保证园区有效运作的内生力量，也是应对WTO多边体制不断弱化的外在要求。外高桥保税区利用此次自贸区建设契机，采用以自由港为核心的综合型自由贸易区模式成功转型。本文通过回顾外高桥保税区的转型难点及其必要性，以国际贸易功能转型路径为重点，选取管理模式、法律支持、金融创新、监管政策等四个方面总结其转型经验。同时，本文采用比较研究分析法，探微转型前后保税区国际贸易具体功能变化，从中汲取普适价值，为自贸区的复制和推广提供借鉴。本课题对于形成自贸区间合力，打造“中国经济升级版”新引擎有着一定理论与实践意义。

Abstract：Shanghai Waigaoqiao Bonded Zone lies at the heart of China(Shanghai) Pilot Free Trade Zone (hereinafter referred to as FTZ). The successful transformation of its international trade functions has a bearing on releasing the internal strength of the whole Bonded Zone, and rising up to the the external challenges posed by the weakening WTO. In retrospect of the bottlenecks in its transforming process, we can summarize the valuable experience in such fields as managerial model, legal support, financial innovation and supervisory policy. The essay has also employed the comparative analysis to elaborate on its transformation of international trade functions so as to draw the prevailing value for the duplication of much more FTZs in China both theoretically and practically.
