摘要：建筑业是现代服务业和传统产业相结合的产业,在国际服务贸易领域中占着主要的地位。建筑业及其服务贸易的状况对某一国家的国民经济有着非常大的影响，对一国的经济发展起到重要作用。因此,全面、客观地衡量中国建筑服务贸易国际竞争力状况,能有助于提高中交三航局的核心竞争力及在海外的可持续发展，同时也为政府相关决策提供科学依据,无疑具有重要的意义。
本文以中交三航局为案例，研究我国企业自身的核心竞争力，及在发展海外服务贸易时如何提高核心竞争力。从政府层面、行业层面、企业自身层面进一步的分析提高核心竞争力的途径。

Abstract: Construction is a traditional industry and modern service industry in one of the industry and it play an important role to a country's economic development, therefore, comprehensively and objectively measure China building trade in services international competitiveness condition, can help to improve the CCSHJ’s core competitiveness and the sustainable development of the abroad, as well as relevant government.
This paper takes the three navigation bureau as a case, studies our country enterprise's own core competitiveness, and how to improve the core competitiveness when developing foreign trade in services. From the government level, industry level and enterprise itself level further analysis of the ways to improve the core competitiveness.
