摘要:长期以来,加工贸易一直占据着我国对外贸易的半壁江山,也为我国外贸经济的发展起到很大的积极作用。随着中国加入WTO,国际贸易的快速发展和良好的社会环境都为我国加工贸易的发展提供了可靠保证。然而,外部“金融风暴”和国际原材料价格上涨的影响,内部人民币升值加快、劳动力成本上升等因素的制约,都将在很大程度上削弱我国加工贸易传统的成本比较优势。但任何因素都是“双刃剑”,这诸多的挑战也是促进我国加工贸易转型升级的良好机遇。河南省作为中部大省,加工贸易的发展在全省甚至全国的经济发展中都占有着举足轻重的作用。因此,研究河南省加工贸易存在的问题及对策不仅有利于河南省长远时期内加工贸易的转型升级,更有利于为全国加工贸易的发展做出应有的贡献。
基于此,本文首先分析了河南省加工贸易总额不断上升的同时存在着地区分布不均衡、基础设施不完善等现状,然后进一步揭示其传统发展模式存在的贸易产品结构单一、处于国际产业链底端等诸多问题,最后提出调整产业结构、延长产业链条等相应的解决对策。

Abstract:For a long period, processing trade has been occupying half of China’s foreign trade, and also playing a great positive role for the economic growth of our country. With China’s accession to the WTO, the international trade develops more rapidly and the social environment becomes much better. These provide a reliable guarantee for the development of processing trade in our country. However, the external “financial storm” and the international raw material prices, the influence of internal RMB appreciation, rising labor costs and many other factors will weaken the traditional cost comparative advantage of our processing trade to a very large degree. But any factor is a “double-edged sword”. The challenges are also good opportunities to promote transformation and upgrading of processing trade. As a central province of China, the development of processing trade has made great contributions to the economy of Henan province. Therefore, the research of processing trade’s problems and countermeasures is beneficial to the transformation and upgrading of Henan province. For a long period, it’s also more advantageous to make due contribution to the development of the national processing trade.
Based on these findings, this paper briefly analyzes the present situation of Henan processing trade, such as the regional distribution’s imbalance, then further explores the problems existing in the traditional development model, and finally concludes that the inevitable choice is to adjust the industrial structure and extend the industry chain and so on.
