摘要:农村群众体育是我国体育事业的基础，是体育的重要组成部分，是满足农村群众强身健体、丰富农村业余文化生活的重要组成部分。在我国，农村群众体育起步较晚，发展也相对较为滞后，特别是作为国家级贫困县的西畴县来说，由于条件的限制,导致西畴县农村群众体育的发展较全国其他地方更为滞后。因此， 本课题采用文献资料法、问卷调查法、访谈法等研究方法，对西畴县农村群众体育的发展现状进行调查,并对调查结果进行统计分析。研究结果表明目前西畴县农村群众体育发展较以前有了一定程度的发展，广大农村群众参与群众体育活动的积极性正逐步提高，各种类型的体育活动项目正逐步开展起来，农村群众体育正以一种全新的姿态进入农村群众的生活。但通过进一步的调查分析得出，西畴县农村群众体育的开展还存在着一些问题,主要表现在：基层政府及相关部门在农村群众体育方面的资金投入不足；农村群众对农村群众体育的相关政策法规缺乏必要的了解；体育消费水平不高；农村群众体育场地设施不健全。为促进西畴县农村群众体育健康有效开展，本课题提出以下基础性建议：增加政府投入，建立多元化筹资渠道；加大对西畴县农村群众体育的政策法规宣传和扶持力度；完善农村群众体育基础设施；大力发展农村经济，提高农村群众的体育消费能力。

ABSTRACT:The development of the public sports for people in the rural areas is the basis of our country sports enterprise,is an important part of sports,is to satisfy the rural physical fitness,enrich rural amateur culture is an important of life.In China,the development of the public sports for people in the rural areas development also quite later,relatively the level of development also later than other country.Due to the limitations of the condition,resulting in the level of development at Xichou country also later than other areas in China. Therefore, this subject adopts literature, questionnaire,interview way and has carry out investigation and development survey results were statistically analyzed for the development situation at Xichou country.The results of the study show that there is a certain degree of development to the sports for people in the rural areas of Xichou country at now.The a plenty of rural public participation is gradually increasing and improving.Various kinds of passion of sports activities and programs have been developed rapidly,what’s more now,the sports for people in the rural areas act as a new face and have different style come into rural life.But through further investigation of the analysis,it still remains some problems,mainly display in:Firstly,the unit government and related departments has invested little in public sports for people in the rural areas.Secondly,rural people are lack of accessory understanding about related policy laws and regulations. Thirdly,sports consumption level is not high.The fourth,the sports facility in the rural areas is not advanced.In order to promote the development in Xichou country health effective development.This subject will put forward.The following these basic advice.Firstly,to increase government revenue and establish a diversified financing channels.Secondly,intensify disseminate and support related policy laws and regulations in rural areas.Thirdly,perfect sports infrastructure in rural areas.The fourth,vigorously developing economy.The fifth,improve the rural sports consumption ability.
