江苏农村劳动力转移原因分析.doc

摘要：农村富余劳动力向非农产业和城镇转移，是工业化和现代化的必然趋势，是全面建设小康社会的一个战略性举措，也是解决“三农”问题的根本出路。目前全国各地都加大了工作力度，千方百计地扩大劳务输出、加快农村劳动力的转移，对农村劳动力转移，对农村经济和社会发展特别是农民增收产生了巨大的推动作用，但与此同时也引发了一些矛盾，有些矛盾对实现社会经济全面、协调、可持续发展已经构成越来越明显的影响。在这样的情况下，如何促进农村劳动力转移向又好又快的方向发展，是迫切需要进一步研究解决的问题。

Abstract: Surplus rural labor to nonagricultural industries and cities and towns is an inevitable trend of industrialization and modernization, is building a moderately prosperous society in a strategic move, but also solve the "three rural" issue the fundamental way out. Currently across the country have increased efforts to do everything possible to expand the export of labor to speed up the transfer of rural labor, rural labor transfer, economic and social development of rural farmers in particular had a huge income boost, but at the same time lead to some contradictions, some of the achievement of social and economic contradictions comprehensive, coordinated and sustainable development has posed more significant impact. In such circumstances, how to promote sound and rapid transfer of rural labor to the direction of development is the urgent need for further study and solve problems.

　　解决农村剩余劳动力转移的问题是迫切的，是不可回避的，对于中国社会的稳定、和谐都有着积极的作用。与境外发达国家相比较，有相似更有差距，我们应该具体问题具体分析，求同存异，去之糟粕，取其精华。本文通过与境外发达国家的对比，根据江苏的实际问题提出了一些看法和建议，希望农村的剩余劳动力转移工作能行之有效。

　　我们确实还有不足的一面，这就需要我们社会各方面的力量加强合作，使得三产平衡、稳定发展，一定要做好农村剩余劳动力的转移工作，切实想其所想，这样才能有利于社会的长治久安，才能使江苏更进一步，才能使祖国更加繁荣。
