摘要:我国在近些年通过高校的连续扩招，实现了高等教育由“精英型”向“大众化”的转变。但由于毕业生剧增，大学生就业难的问题成为了民生问题中的一大难题。本文从政府、高校、用人单位、大学生自身全方面地分析了就业难的症结，并一一对应提出解决问题的建议和对策。
文章首先分析了当下毕业生的就业倾向和供需不等的结构性矛盾，以政府为首要分析对象，精炼了就业政策的三大阶段，从户籍、产业变革、监管权限等方面提炼其不足；高校在尽力提升自身就业服务的过程中，依然存在以就业率为指标、就业指导“临门一脚”、不注重打造就业品牌的缺陷；企业一方面亟需人才推动发展，另一方面又无法提供合理的薪资体系导致人才流失严重；毕业生就业期望有失偏颇，主动求职能力较弱。
其后文章详细列出了国内外各大流派的就业理论，并搜集了主要发达国家行至有效的政策法规、实践成果，并以作者所在的地区为例详细介绍了当地的毕业生优待措施。
最后针对上文列举出的问题，整合出了一系列对应措施。户籍制度的呼声改革不可小觑、第三产业经开垦后，可以作为疏通大量毕业生的管道；高校应综合本校校情努力打造响亮的品牌专业、灵活运用管理营销方法、锻造涵盖不同学年和专业的就业辅导体系；企业寻求与高校合作定制人才、通过完善内外薪酬体系做到赏罚分明、注重员工真实的能力水平；大学生将就业眼光放的更加长远、务实，通过各类基层服务和就业实践实现人生价值。
