摘 要:科学技术的进步和社会经济的发展以及高校办公自动化的建设，科研信息在科学研究中的地位和作用越来越重要。科学研究是高等学校的重要工作之一，对于一所高等院校来说，学科门类多，科研项目及成果所涉及科学领域较广，其数目亦比较大，这给管理造成了一定的困难，通过计算机进行管理无疑是最科学和最有效的方法，一方面可提高工作效率和工作质量，同时又便于部门之间进行信息交流。
高校科研管理工作的特点是业务繁大，信息量大，统计复杂等。作为学院科研管理机构，面向校级管理机构的日常工作和统计工作，还有面向本学院的科研管理工作及校，院级之间的数据整合工作。如：向院领导提供各阶段详细的科研工作情况；为学科建设，实验室建设，博士点申报等各种报告提供科研数据，提供满足不同需求和格式的表格；对晋升职称教师的填报的材料进行科研工作部分的审核；根据院内政策计算每位教师的科研工作量；上报各种专家信息表；学院科研基金项目的管理等等。这些工作以往都需要管理人员使用Word或Excel进行数据添加，刷选，整理，完成不同需求的报表。时间紧，工作量大而且有大量的重复劳动。我们分析了这部分工作的基本流程是：根据基本信息---进行筛选---整理产生各种数据表格。其中基本信息管理及内容相对固定的帅选工作是产生重复劳动的主要原因，这部分工作可以使用数据库方便的完成。
本系统开发采用asp.NET编程语言，以Visual Studio 2005、SQL Server 2000为开发工具，Windows XP作为操作系统而实现。设计实现了科研新闻管理、科研机构管理、人员管理、科研项目管理、科研成果管理、学术会议管理、数据库管理等主要功能。
