地方政府决策成本分析.doc

摘要:我国行政体制改革正逐步深化，机构改革、人员精简和政府职能的转化成为了改革的重点。其中，政府行政决策的成本问题也逐渐引起广泛的关注，成为学者和民众讨论的热点。我的论文主要着眼于中国地方政府决策成本的研究。地方政府决策成本指的是:地方政府在决策过程中所耗费的人力、财力的总和以及其他可用或不可用货币度量的价值牺牲.这一定义说明,决策成本除了看得见的直接支出外,还包括看不见的间接付出。本文主要从我国政府决策的现状以及所存在的问题，我国地方政府决策成本过失的原因以及如何实现地方政府决策成本绩效最大化三个方面来研究。

Abstract:The administrative system is gradually, institutional reform, personnel downsizing and government function into the emphasis of the reform. Among them, the government administrative decision-making cost problem also gradually much attention, become scholars and citizens debated. My thesis mainly focus on Chinese local government decision-making cost of research. Local government decision-making cost refers to: the local government in the decision-making process which takes the sum of human and financial resources available or not and other with the value of the currency measure that sacrifice. This definition, the cost of decision in addition to visible the direct expenditure outside, still include indirect pay to see. This article mainly from our government decision-making of the current situation and the existing problems, our local government decision-making cost negligence causes and how to realize the maximization of local government decision-making cost performance in three aspects to research.

　　　决策执行过程中的约束机制决策方案确定之后，如果缺乏对决策执行过程的监管，仍然会出现成本失控的现象。一些政府官员为了自身政绩和形象，不断违背决策成本的约束，追加公共资源投入，导致决策的沉落成本不断增加。一些政府官员片面夸大决策产出的效果，忽略决策的投入成本，掩盖资源投入的巨大浪费。对决策执行过程进行重点审计，将决策审计结果予以公布，是控制政府决策成本的硬性约束机制，同时，这一举措还可以培养公众关注决策成本的良性意识。

　　　决策追踪和修正过程中的约束机制。决策失误是决策过程中经常遇到的问题, 关键是要通过决策追踪及时修正错误，使决策达到动态中的平衡。在内部关系方面，政府决策在执行的过程中，由于受到部门利益的影响，有可能偏离原先的决策目标，这就要求政府要定期对决策进行追踪评估，及时发现并纠正错误；在外部关系上，要根据社会各方的评估意见和反馈信息，对决策执行过程中出现的问题及时进行复议，区分不同情况, 作出妥善处理。从成本的视角上看，决策追踪、及时修正错误包含有尽可能降低沉没成本的意思，虽然说决策追踪、及时修正错误是一种事后的补救，但是从发展的链条上看，这个过程可以降低下一个决策的风险成本，降低决策的损失程度。
