我国行政问责的实施障碍与对策_行政管理专业.doc

摘要:近年来，我们政府的执政理念正在悄然发生转变，更加注重以人为本的服务理念，积极推动政府转型，推进服务型政府建设。行政问责要求官员改变以往的只有权利，没有责任的传统观念，要相应的对自己的过失承担相应的责任， 督促他们坚持以人为本， 做好人民的公仆， 以实现好、维护好、发展好最广大人民群众的根本利益作为一切工作的出发点和落脚点。但是目前在我国行政问责还存在诸多问题有待解决，例如问责的主体难以明确、问责的法律制度尚不完善、异体问责的力度不够等，这些都需要我们的政府及时解决。本文试图找出合理的解决办法，以更好的完善行政问责这一符合广大人民群众利益的制度，切实保护好人民群众的权利和利益，以人为本，构建社会主义和谐社会。

Abstract:In recent years， our government's governing philosophy are quietly change， paying more attention to the people-oriented service idea， actively promote government transformation， promote the construction of service government. The administration accountability system requirements of change in the past only official rights， no liability of the traditional ideas， to the corresponding to their own fault assume corresponding responsibility， urging them to adhere to the people-oriented， completes the servant of the people， realizes， maintains， develops the good to most people's fundamental interests to take all the work of the starting point and the foothold. But now the administration accountability system in our country there are many problems to solve， such as the subject of accountability to clear the legal system， accountability is not perfect， allograft accountability inadequate and so on， these need our government timely solve. This paper attempts to find a reasonable solution to better improve the administration accountability system this accord with the interests of the masses， effective protection system of good people's rights and interests， humanist， to construct a socialist harmonious society.

行政问责作为我国政治体制改革的伟大创新，是构建责任政府的关键步骤，它要求政府承担责任，接受监督，它既是民主政治的一种基本理念，也是公共行政的一种制度安排，对我国行政体制改革具有十分重要的意义。责任体现着民主、伦理价值与人本与人类文明的伟大进步，行政问责是我国政治文明建设的重要阶段性成果。实施行政问责，是塑造高效政府、诚信政府和责任政府不可或缺的条件。尽管当前我国问责仍然存在诸多需要完善之处，但是已经迈开了坚实的第一步。行政问责建设将是一个复杂的过程，我们深信通过民主的不断发展和政府的不断努力，行政问责无论从制度设计上和操作运行上，都将取得越来越可喜的进步。
