摘要:事业单位作为一类社会组织,它的产生和我国计划经济体制密不可分,在建国后的计划经济体制下,国家为适应我国社会主义建设事业的发展和满足人民群众精神文化生活的需要,相应设立由国家核拨经费的,从事教育、科学、文化、卫生、广播电视、社会福利等领域社会服务的社会组织,这类社会组织设立带有的社会公益性质,使其不同于国家机关、社会团体,也不同于企业,统称为事业单位。作为事业单位人事制度改革乃至整个管理体制运行中不可或缺的一部分——薪酬体制改革,自1956年就已开始摸索,新一轮的工资制度改革自2006年开始,近5年来已取得相当的成就。然而在改革的过程中还是出现了不少的问题,事业单位内部、事业单位与公务员、地区之间出现工资待遇不公平现象,影响到了事业单位职员的工作积极性以及和谐社会的建设与社会公正。加快事业单位薪酬制度的完善,不仅应当从法律法规方面采取措施,还需在薪酬体系上完善事业单位职员职务等级工资,制定差异性薪酬体系,促进绩效工资改革,消除不公平现象,促进和谐社会的建设。

Abstract:As a social organization, administrative institutions was founded closely related with China’s Planned Economic System.Under the system which is set up after the establishment of NEW China,our country set up the institutions supported by government financial to make the development of socialist construction and meet the need of people’s spiritual and cultural life.The institutions were involved in all kinds of areas,such as education、science research、culture’s building、health building、radio and television and social welfare.The institutions’ nature of social welfare makes itself different from state agencies、Social Groups and the enterprises,which is called administrative institutions.As an important part of the form of human resources System and even a part of the entire management system,salary system’s form was beginning in 1956, and the new one was started in 2006,which has achieved some success.However,many problems were also rised in the process of the form: the unfair of internal institutions、public institutions and civil servants,regional wage differentials has a lot or more serious influence on the enthusiasm of the institutions’ staff ,harmonious society and social fair.To speed up and improve the salary system,we should not only take measures at the System ,but also have a focus on the staff’s job level salary,formulate the flexible salary system,promote the performance wage system.So we would remove the unfair and build up a harmony society.
