摘要：建国放以来，我国地方服务型政府建设取得了较大成就，但仍存在公共服务职能“缺位”、公共服务水平效率低下、质量低劣、供给区域失衡、缺乏公平性等一些问题。建设服务型地方政府，提升政府的公共服务能力，需要从创新管理方式方法、强化政府实行公共服务职能的意识、构建严格的能力绩效考核系统、加强与社会的合作管理等方面入手。

Abstract:Since the reform and opening up, China's local government construction has achieved an unprecedented success. Quite a lot of difficulties and problems, however, still exsit in improving the public service capability, such as the "Absence" of the public service function, inefficiency of the public services, poor service quality, imbalance of the supply regions and lack of fairness. To improve the public service capacity, the local governments should take actions in the aspects of strengthening the awareness and function of public service, promoting the innovation of the management pattern, enhancing the cooperation mechanism construction with the society, and establishing an evaluation system of public service capability.
