摘要:随着科学技术的迅速发展,大众传媒成为了影响政策议程的重要途径,它具有促使“问题”进入政策议程、反映社会公众利益、提高政策制定水平以及加强政策宣传和舆论监督等主要功能。但社会问题本身和社会公众的支持度等因素都影响着大众传媒在政策议程中作用发挥的程度,因此建立大众传媒和政策议程的良性关系互动成为了政策议程制定的客观要求。

Abstract:With the rapid development of science and technology, the mass media has become an important way to influence policy agenda, which has prompted the "problems" into the policy agenda, reflecting the social public interests, improve the policy-making level and strengthen the main function of policy advocacy and public opinion supervision. But the social problems and social public support and other factors affecting the mass media play a role in the policy agenda of degree, so the establishment of benign interaction between mass media and policy agenda has become an objective requirement policy agenda setting.

大众传媒所代表的社会舆论被称为“第四种权力”[1],与立法、行政、司法是并列的,它对政策议程同样有着重要作用。大众传媒最主要在公共政策的创建方面影响着政策议程。大众传媒具有信息量大、涉及面广、影响力强和传播迅速等特点并引起了社会的广泛关注;正确认识和把握政策议程与大众传媒两者的良性互动关系,对推进政府公共决策有重要理论价值和现实意义。
