摘要：通过实证分析新课改后初中《思想品德》教材，发现其在内容选择和语言表述方面仍然存在时代性缺失问题。此问题的形成有教材本身理念、教育、法律法规、编者自身以及文化与社会政治经济发展不平衡的原因，影响了学生的学习和价值观的形成。从编写教材角度出发，提出正确借鉴西方课程理念、确立兼顾的教育、完善教育法律制度、加强编写队伍建设的建议；从运用教材角度出发，提出对历史性内容要尽量与时代内容相结合、与生活实践相结合、扩展教材、灵活使用现代教育技术的建议，对时代性内容要充分利用优势、扩展教材、结合实践活动的建议。

Abstract:According to analyzing the junior political textbooks,I found out the Hysteresis in both the contents and the language under the background of the new curriculum reform.The reasons for the problem are composing ideas,educational policy,law,editors’experience and imbalance of the social development.It has an effect on the students’study and the value orientation.From the angle of compiling new textbooks,some measures can be taken to solve the problem,such as taking advantage of west curricular ideas,establishing all-sided educational policy,perfecting law system and cultivating editors.From the angle of using the textbooks,some measures can be taken for the content out of date,such as lessening the differences between city and country,using the textbooks cannily and extending the textbooks’contents.And some measures can be taken for the timely contents,such as taking advantages,extending the textbooks’contents and cooperation of parents.
