浅析地方政府建立行政决策专家咨询制度的探索.doc

摘要:行政决策专家咨询制度指各级政府制定的关于依靠专家群体进行行政决策的咨询、论证活动，以提高政府决策质量，保障决策科学化、民主化的规则体系。本文以外国行政决策专家咨询制度为研究案例，分析我国地方政府建立行政决策专家咨询制度的现状、问题，并从转变观念，推动行政决策专家咨询制度化、法制化，构建多元、互动、规范、高效的行政决策专家咨询运行机制，完善行政决策专家咨询的制度保障等方面提出建议。

Abstract:Administrative decision-making system of expert advice to all levels of government to develop the administrative decisions rely on the expert group consultation, demonstration activities, in order to improve the quality of government decision-making to protect the decision-making scientific and democratic system of rules. Foreign administrative decision-making system of expert advice in a case study analysis of local governments to establish the status of the expert advisory system for administrative decision-making, problem and change their ideas and to promote the institutionalization of administrative decision-making expert advice, the legal system, to build diverse, interactive, norms, and efficient administrative decision-making expert advisory operation mechanism, improve system security and other aspects of the administrative decision-making expert advice recommendations.
