摘要:改革开放以来,我国政府机构进行了多次机构改革和人员分流,但出口不畅仍然是我国公务员系统中存在的弊端。伴随 2005 年《中华人民共和国公务员法》颁布,公务员辞职辞退制度逐渐推行,这种弊端正逐步去除,为完善我国公务员机制起到了重要作用。但是在公务员退出机制实施过程中,公务员退出系统的管理仍然是较为薄弱的环节。由于公务员退出的保障机制不健全致使一部分人员不愿或无法退出;部分公务员离开公务员系统后利用以前的与政府的特殊关系,在市场竞争中处于有利地位,甚至带来权钱交易,造成腐败问题等。本文关于公务员退出机制主要是研究除正常退休这一途径之外的其他退出途径及其所存在的问题和解决这些问题的对策思考。在己有研究的基础上,研究我国公务员退出的机制与实践,分析问题与原因,对进一步完善我国公务员退出机制作了思考。

Abstract: Since the reform and opening up to the outside world, China carried out a number of institutional reforms and personnel distributaries, but the export is stillpoor in China's civil service system, there is a prominent drawbacks. With 2005 the PRC Civil Servant Law enacted to resignation and dismissal system is also widely implemented, this malpractice is gradually removed, in order to improve the civil service system in China has played an important role. However, the implementation process in the civil service, civil servants out of the civil service system, management is still relatively weak links, with the development of market economy, the civil service talent drain obvious, to some extent caused by the Government's human resources crisis; due to the protection of the civil service system does not quit improve the result of the staff are unwilling or unable to quit; some civil servants to leave the civil service after the use of the previous special relationship with the government, in the market competition in a favorable position, or even to make money, fitness into the problem of corruption. In this paper, some studies have been based on the study of civil servants out of our mechanisms and practices, analyze problems and causes,and to further improve the withdrawal mechanism of China's civil servants were thinking.
