关于调整计划生育政策的必要性及可行性初探.doc

摘要：计划生育政策是我国的一项基本国策，三十多年来在其严格实行下，我国的人口得到了有效的控制，但是一个新的问题呈现在我们眼前，那就是：计生政策控制下我国已步入低生育率国家的行列，我国人口结构发生了很大的变化。进而引发了一些棘手的问题，如：人口老龄化带来的养老问题、人口性别比异常、生育意愿与生育政策对立问题等。而本文参考、查阅各类文献资料后希望通过对现行计生政策的反思，回答计生政策是否该调整即调整的必要性的问题。除此以外将结合80年代国家“二孩”试点地区的成功经验来初步探析调整计生政策的可行性。

Abstract: The family policy is a basic policy of country, it has been practiced for thirty years in the strict conditions, our population has been effectively controlled. But a new problem presented in front of us, our country under the control of family planning policy has entered the ranks of countries with low fertility rate, great changes have taken place in China's population structure. They raise some issues: the pension problem caused by the aging of the population, the population sex ratio anomaly, fertility and fertility policy will the opposite problem etc. And this paper hopes to reflect on the current family planning policy, answer the family planning policy is to adjust, In addition to, I will combine the 80 in the national “two children” pilot areas of successful experience to discuss the feasibility of adjustment of the policy.

　　我国八十年代开始实行的计划生育政策是为了控制人口的数量，至今为止这一目标已基本完成，但三十年来，其实施过程中引发的问题也引起了人们的深思，如上文所提到的人口老龄化问题、家庭结构变化导致的养老方式转变问题、独生子女问题以及性别比例失调等问题。它们与计生政策有着间接或直接的关系，这就决定了调整现行计划生育政策的必要性，即调整过后的计生政策可以缓解老龄化带来的社会压力；可以改善社会人口结构不合理的现象；可以解决独生子女的成长问题；也更加体现了中国公民的人权等。在文章的最后部分，我则以八十年代的“二孩”生育政策实验地区的实验结果为参考，证明开放计生政策的可行性，并提出自己设想的调整方案，主要包括以下三点：一是“普遍调整”；二是“以人为本”；三是“优生优育”，除此之外，也提出了一些相应的辅助措施。
