摘要:随着城市化进程的加快,社区志愿者在现代城市建设中的作用和意义日益凸显。本文首先在绪论中阐述了选题的研究背景和研究意义,综述了国内外关于本选题的研究文献。接下来文章阐述了社区志愿者发展现状:我国社区志愿者发展现状和“一加”青年志愿者服务队发展现状,然后分析了社区志愿者在现代城市建设中的作用包括美化市容市貌;维护社会稳定,促进城市治理工作;完善政府职能,推动和谐社会建设;服务社会,传播文明四个方面。目前社区志愿者作用未能发挥所反映主要问题有缺少法律的完善与推动;社区志愿者组织难以独立,受居委会的干预过多;公民对社区志愿者的作用的认识过于局限等等。鉴于此提出了社区志愿者充分发挥在现代城市建设中的作用的建议与对策包括减少政府对社区志愿者组织的干预,扩大其自主权;加快立法工作,保障社区志愿者服务有序健康发展;加强营销意识,走品牌化路线提高知名度等五点。最后结语对本文进行了总结并分析了研究过程中遇到的问题,最后表达了对社区志愿者发展壮大的美好展望。

Abstract:With the rapid development of urbanization, community volunteers have been playing an important role in the process of construction of modern society. At the beginning of this thesis, it describes the background and meaning of this topic, listing some literatures of this topic in and abroad. The following part is to explore the situation of community volunteers today, including the development of community volunteers and the situation of “Yi Jia”, followed by the analysis of the function community volunteers play in the construction of modern society. The function can be divided into four parts, consisting of: beautifying the amenities, stabilizing the society to strengthen the city control, improving the government functions to drive the construction of harmonious society, as well as serving the society and transmitting civilization. The problems revealed by the community volunteers are being short of the help of laws, not being independent with the disturbing from communities, as well as the citizens have the limited knowing of the community volunteers. According to this problems, this thesis puts up with some advices and the corresponding strategies of the functions community volunteers play in the construction of modern society, including shortening the disturbing of government to broaden the independence; quickening the lawmaking to protect community volunteers; enhancing the market sense to improve the popularity. In the end of this thesis, it concludes and analyzes the difficulties encountered in the study and expresses the hope to the perfect prospect of community volunteers.
