摘要：非政府组织作为公民社会的重要组织实体，在参与应对公共危机治理时有其自身的优势。因而，充分利用非政府组织的优势，发挥非政府组织的作用，成为我国公共危机治理的一个必然趋势。目前，我国的非政府组织虽说有了一定程度的参与，但是基于外界和自身的一些原因，我国公共危机治理中非政府组织仍存在着参与困境。如何解决这些困境，充分发挥公共危机治理中非政府组织的作用，成为我国公共危机治理中亟待解决的重要问题。
我国非政府组织参与危机治理存在着参与过程中资源不足，非政府组织管理体制不合理，与政府之间缺乏制度化的联系沟通，社会公信力不足等诸多问题。我们可以借鉴国外非政府组织参与公共危机治理的经验，同时政府要对非政府组织进行培育和扶持，完善相关管理法规，提高非政府组织自身的能力和社会公信力。

Abstract：Ngos as important organization of civil society entities, participate in public crisis management in to have its own advantage. Therefore, make full use of the advantage of non-governmental organizations, and give full play to the role of non-governmental organization, become our country public crisis management of a modern trend. At present, our country ngos although have a certain degree of participation, but based on the outside and their own reasons, China's public crisis management central African government organizations are still exist in trouble. How to solve these difficulties, give full play to the government of the central African republic public crisis management the function of the organization, become our country public crisis management of an important problem to be resolved.
Non-government organizations involved in crisis management exist in the process of participation in resources, non-governmental organization management constitution is not reasonable, and the government, the lack of communication between institutional, social credibility problems such as the insufficient. We can use for reference foreign non-governmental organizations to participate in public crisis management experience, and at the same time the government to ngos breeding and support and perfect the relevant management regulations, improve the ability of the non-governmental organization themselves and social credibility.
