摘要：诚信政府是指政府管理机关对法定权力和职责的正确履行程度,政府管理部门在自身能力的限度内实际的践约状态,包括政府管理部门的民主程度、行政的依法和公正程度以及政府官员的公信力等。然而由于网络的快速发展，政府失去信息主导权，建设透明政府遭遇挑战；网络快捷传播政府不当作为造成政府负面形象；网络参与主体意见多元令政府诚信形象模糊，这些都使得诚信政府建设受到重重阻力。虽然网络给诚信政府建设带来了困难但究其根本原因还是在于其本身，政府信息公开不全面、依法行政不严格、以人为本思想淡化和责任意识的缺失都是诚信政府建设困难的原因。因此政府要努力打造一个透明的政府、建立一个依法行政的法治政府、建立一个以人为本的服务型政府和塑造一个责任政府。总之政府要认清诚信政府缺失的原因并且迅速采取措施，在公民心中建立起一个诚信政府的良好形象。

Abstract：The integrity of the government refers to government authorities to the statutory powers and duties of the correct fulfillment degree, government departments in their ability to limit the actual appointment status, including the government management of democracy, administrative law and Justice degree and the credibility of government officials. However, due to the rapid development of network, the government lost the information dominance, building a transparent government confronts a challenge；the network quickly spread the government as a negative image caused by improper government；the network participation body’s opinion is multiple that makes the government credibility image fuzzy, all of these have made the honest government construction hard. Though the internet makes the construction of an honest government difficult, the vital reasons lie in the government, the disclosure of government information is not comprehensive, administration according to law is not strict, people-oriented ideology desalination and lack of sense of responsibility are all reasons. So the government must try to create a transparent government, establish a legally the administrative government by law, establish a people-oriented service type government and building a responsible government. In conclusion the government should recognize the government of good faith flaw the reason and take prompt measures, establish an honest government in citizens’ mind.
