镇江新区万顷良田建设工程与城乡统筹发展的机理及其政策创新研究.doc

摘  要：统筹城乡发展是新时期我国落实科学发展观、全面建设小康社会、发展现代农业重要途径，也是推进城乡协调发展和城乡一体化发展的内在要求。通过以镇江新区为例研究万顷良田建设工程与统筹城乡发展的关系及衔接点，从而更加明晰城乡统筹发展的目标和思路，丰富和完善了万顷良田建设工程的内涵及外延，推进万顷良田建设工程朝着规范化方向发展。另外，分析镇江市新区万顷良田建设工程的实施情况、模式上的创新、产生的问题，对问题提出相应的对策，希望通过此研究帮助万顷良田建设工程的模式改进和创新，并为相关的政策制定提供依据，最终推进城乡一体化的万顷良田建设工程的发展。

Abstract: Coordinative Urban-rural Development is an important approach for our country to apply the scientific outlook on development, build a moderately prosperous society in all aspects and develop modern agriculture, and also is inherent requirement of the integration of urban and rural areas development. Through the research on the connections of the fertile farmland of million hectare project and the integration of urban and rural areas With Zhenjiang district as an example, we explicit the goal and thinking of the integration of urban and rural areas development, and we rich and perfect the intension and extension the fertile farmland of million hectare project. In addition, analyzing the implementation and mode innovation of the project, and raising solutions to it, we can help promote it, then help promote the integration of urban and rural areas.
