基层人大选举存在的问题及对策(A镇换届选举为例).doc

摘要:基层人大代表的直接选举，让基层的选举更加的民主与公平，让更多的选民能参与到选举的过程中，真正实现自己的选举权和被选举权。但是不可否认，随着社会主义市场经济的发展，人们的参政意识的不断增强，民主要求的不断提高，当前的基层人大选举无论是在法律制度层面还是实践操作层面上，都暴露出了很多的弊端和不足。本文以弥阳镇选举弥勒县第十三届人大代表为例，通过走访调查，分析在该次选举中存在的问题及原因，并提出部分建议，对于完善基层人大选举，保障人民当家作主的权利，提高人民的选举热情有重大的意义。

ABSTRACT:The way to direct democratic election of the People’s Congress Deputies in grass- root level will make the election of primary level more democratic and more equal, which lead to more electorates can take part in the process of election and achieve the elective rights  of voters’ and elected rights of citizens . There is no doubt that, with the development of the economic society ,more and more person gradually enhance the awareness of participating in government and political affairs  and enlarge the democratic requirements. Currently, the election of grass roots level, whether in law institutions or in practice appliance level, which has revealed several deficiency and shortage. The article takes the thirteen transition election of Miyang town as an example, and analyzes the problems existed in the process of election by visiting and interviewing survey along with some suggestions are made , which will be greatly significant to consummate election of grass roots deputy and ensure personnel ownership rights and it can enhance the election enthusiasm of most of people.

　　　以基层人大代表选举为代表的基层民主在我国已有多年的发展，虽然存在着诸多的问题有待解决，但是无可厚非的对我国的基层民主建设有着非常重要的意义。改革和完善基层人大选举是一项长期而艰巨的任务。必须在党和政府的领导下，通过加强选民的民主意识，提高选民的政治参与热情，同时对选举中存在的问题加以改进，让基层人大选举能切实的发挥应有的作用。相信在党和政府科学的领导下，基层人大选举会朝着跟好的方向发展。
