从“瓮安事件”透析政府公信力的缺失与构建.doc

摘要:政府公信力是影响政治发展和社会稳定的关键因素。提升政府公信力，有助于弘扬社会主义核心价值体系，提升政府的执政根基，完善社会主义市场经济，推进社会和谐发展。当前我国的政府公信力总体是好的，但也存在逐渐流失的问题，对政府声誉、执行力以及社会信用体系的建设等均造成不良的影响，而其根源主要是由政府执政能力的不足，政府职能转变不到位，政府信息不透明等因素综合而致。本文将从2008年6月28日“瓮安事件”出发，探讨在如今公共群体事件频发状态下政府公信力的缺陷与构建。

ABSTRACT:The government credibility is the key factor which effects the political development and social stability. Enhancing the government credibility is helpful to spread socialist core value system, consolidate the government's ruling foundation, improve socialist market economy, and promote the harmonious development of the society. On the current our government credibility is overall good, but it is gradually losing now, which gives the adverse effects to the reputation, the executive ability of our government and the construction of social credit system. This is mainly caused by the comprehensive factors from the lacks of the ruling ability, function changeability, and the information transparency of our government. This paper tries to explore the defects and constructions of the government credibility under the frequent public mass incidents from the Weng-An events on June 28, 2008.
