摘要:政府绩效评价是一项行之有效的绩效管理工具,绩效评价体系在政府绩效管理中起着核心作用,在公共行政管理中受到我国的高度重视和广泛研究。我国乡镇政府处于政权的最基层,是国家在农村各项工作的执行者,搞好乡镇政府绩效评价考核工作,对提高乡镇政府的管理水平、提升其行政效率以及改善其服务质量具有重要的作用。《南皮县乡(镇)和部门年度目标责任综合考核考评暂行办法》作为寨子镇政府绩效考核评价的依据,虽然存在着许多的问题,但绩效考核评价的必要性不可否认,因此,探索科学、规范、可操作又体现地方发展实情的政府绩效评价体系,是笔者努力的目标。笔者认为,应从建立科学的指标体系、通过法制化的途径、促进评价主体多元化、引导政府官员树立正确的政绩观等方面去构建寨子镇政府绩效考核评价体系。

ABSTRACT:Government performance evaluation is an effective tool of performance management, plays a core role in government performance management and is highly valued and extensive researched in public administrative management. Township government is in the grass-roots level of the regime and is the executor of various rural works; therefore the township government performance evaluation level plays an important role in improving the management level of township government, administrative efficiency and the quality of its services. <The interim comprehensive evaluation procedure of annual objective responsibility of Nanpi County townships and departments> is the basis of zhaizi town government performance evaluation, although this procedure has a lot of issues, it is undeniable necessary for performance evaluation. Therefore, exploring a government performance evaluation system that is scientific, regulatory, and operational and reflects local development facts is the author’s goal. In my view, the performance evaluation system of zhaizi town government should be made up from the following aspects: establishing scientific index evaluation system and legal channels, promoting diversification of subjects and guiding government officials to establish the correct achievement outlook.
