摘要：自1979年欧共体对我国出口的糖精钠提起首例反倾销调查以来，外国对中国产品实施反倾销的案件一直在发生。对我国进行反倾销的国家不仅包括发达国家而且包括发展中国家，我国一直处在遭受反倾销的危害之中。本文运用经济学成本－收益分析法，分析国外对我国产品进行反倾销获得的保护本国市场和企业利益、稳定就业和社会秩序、减少对中国产品的依赖、保护国家安全战略等方面的收益和付出的建立和维护制度、影响两国经贸关系、实施反倾销措施等方面的成本，得出了反倾销收益大于成本是国外对我国频繁进行反倾销的重要动因。针对以上现象和动因，本文提出了应完善相关外贸法律法规、建立健全反倾销预警机制、实施国际化战略等预防和应对措施。

[Abstract]Since the European Economic Community proposed the first investigation on the first case of anti-dumps to China’s exportation soluble saccharin in 1979,the cases which foreign countries implement anti-dumps to Chinese product are always occurring.The countries include not only the developed countries but also the developing nations .Our country is suffering a lot by the anti-dumps .This article utilizes the economic cost-income analytic method to analyze the phenomenon .The income that the foreign countries get from the anti-dumps to China is about the protection their countries’ market and the enterprise benefit ,stabilization employment and social order ,reduction the dependence to Chinese product,protection national security strategy and so on .And the cost of paying out includes the establishment and maintenance system ,influence both of the countries’ economics and trade relations implementation the measures of anti-dumps and so on .From the above ,we can see that the motive of foreign countries implementation anti-dumps to China is that the income getting from anti-dumps is bigger than the cost .In the view of above phenomenon and motive ,this article has proposed some measures to consummate the correlation foreign trade laws and regulations ,establish and perfect the early warning mechanism of anti-dumps ,and implementation the internationalization strategy.
