行政许可服务中心的职能作用和发展趋势.doc

摘要：行政许可服务中心（以下简称“中心”）自上世纪90代中期出现以来，在职能定位、组织机构、工作机制、发展趋势等方面进行了卓有成效的探索，特别是《行政许可法》颁布实施后，全国各地积极探索建立了“一站式”办公、“一个窗口对外”的行政审批工作机制。结合南宁市行政审批办证大厅为例，客观分析了 “中心”建立的背景、职能作用、存在的问题等，并提出“中心”未来发展趋势。这对于加强行政许可服务中心的自身建设，转变政府职能和管理创新，具有深刻的现实意义和深远的历史意义。

[Abstract] The service center (call “center” as follows) of the administration permission has appeared since the mid 90’s in last century , carried on fruitful exploration in some aspects such as function localization,organization agencies, work mechanism and development tendency, especially after the promulgation and implementation of the “administrative permission law”, "one-stop" transact, the administration of"a window way outward" examination and approval work mechanism has built up actively all over the world. Cite an example as the certificate hall of Nanning administrative examination and approval, objective analyzed the background of"center" establishment, working talent function,existent problem etc.and put forward the future development trend of "center". This have deep realistic meaning and profound history meaning for strengthen the oneself construction that the administration admits service center, change  government function and management innovation.

　　随着深化改革扩大开放的持续深入，行政许可服务中心应运而生，伴随着市场体系的完善和经济社会的快速发展及各项改革的深化，“中心”日益显现出强大的生命力，科学执政、民主执政、依法执政的理念的提出，“中心”被赋予了新的历史使命。当前，“中心”已成为建设责任政府、服务政府、法治政府的重要载体和有效形式。从某种意义上说，我国的各项改革能否取得圆满成功，决定于政府体制和政府能否向社会提供比较优良的公共行政服务。
