我国绿色包装的现状、问题及发展对策分析.DOC

摘要：传统的包装常常会造成资源浪费和环境污染，而实行绿色包装则既可减少流通污染，优化生存环境，又可提高国际竞争力，促进出口贸易发展，还有利于实施可持续发展战略。但目前由于我国在观念认识方面存在片面性，绿色包装立法薄弱，资金技术人才缺乏，绿色包装需求严重不足等因素，阻碍了我国绿色包装策略的全面实施。本文以绿色包装为主题，通过资料搜集、文献研究和社会访谈等方式，首先分析了我国发展绿色包装的背景和意义，并探讨了绿色包装的基础理论，然后分析了我国绿色包装的发展现状以及存在的问题，最后通过结合我国的实际情况，并借鉴国外发达国家发展绿色包装的成功经验，从政府、企业以及消费者自身等方面对我国的绿色包装发展提出了一些对策和建议。

Abstract：Traditional packaging will often result in waste of resources and environmental pollution, and the implementation of green packaging can reduce the flow of pollution, optimize the environment, but also can improve international competitiveness, promote the development of export trade, there is conducive to the implementation of the strategy of sustainable development. But because of the current our country in idea understanding one-sidedness of green packaging legislation, weak, capital and technology talents lack of green packaging, the serious shortage of demand and other factors, has hindered our country green packaging strategy carry out in the round. This article take the green packing for the theme, through data collection, research and community interviews, has first analyzed our country green packaging development background and significance, and discusses the basic theory of green packaging, and then analyzes the development of green package in China present situation and the existing problems, finally by combining the actual situation of our country, and draw lessons from foreign developed country the successful experience of development of green packaging, from government and enterprise oneself with respect to our country of green packaging development put forward some countermeasures and suggestions.

绿色包装是一项庞大的系统工程，它将在全社会产生“牵一发而动全身”的效应。对于整个包装行业和其他相关行业来说，是一次观念的大变革和技术的大革命。在我国经济发展面临资源短缺与环境污染两难的形势下，应通过政府、企业和公众的共同努力，尽早建立有中国特色的绿色包装发展模式，使包装业在资源节约、环境友好型社会建设以及和谐社会的建设中发挥更大的作用。同时，我国必须从推动经济社会全面进步的大局出发，按系统工程的方法去组织、管理和协调，形成一个政府领导、行业推动、企业参与、相关行业配合、民众支持的格局，调动大家的积极性，群策群力，共同为落实循环经济、节约经济政策，大力发展绿色包装事业作出贡献。
