行政官员决策观念误区及其矫正研究.doc

摘 要：行政决策是行政管理的核心环节，行政决策的成败深刻影响着国家政治、经济、文化和社会生活各个方面。然而，在行政管理实践中利己主义、封闭主义、主观主义、绝对主义等决策观念误区屡见不鲜，其产生既有从政道德淡薄、明哲保身思想过度，又有信息资源的不当利用。通过加强思想道德教育，加强业务学习，充分吸取社会各界意见等途径，增强规避和防范决策误区的自觉性，是提高行政官员决策能力和水平的必然要求。

Abstract：Administration decision-making is the core tache of public management ,and it has great influence on such fields as politics,economics and cultural of the country. However,individualism .blocklism.subjectivism and absolutivism  are nothing new for instance, they were produced not only by moral deficiency in the politics and heavy sense to be worldly-wise and play safe,but also improper use of imformation resources Strengthen the consciousness to hedge and take precautions against the policy-making enrroneous zone by reforcing idcological and moral education,enhancing the study of vocational work and fully absorbing agreements from all sectors of the community because they are necessary demands to improve the ability and standard of adminstrative decisions.

行政官员决策，是指在国家行政机关中处于领导地位的个人或集体，依据法定的职权在其管辖范围内，解决行政管理过程中出现的问题的活动，行政官员的作用和地位在很大程度上就是通过决策体现出来的，他们需要对自己所管辖的部门、组织的各种问题进行处理，做出决定。[1]行政官员的决策实质是一个过程，一般情况而言，是由决策主体、决策信息、决策方案、决策执行、决策监控这五个要素组成。在这当中，行政决策观念正确与否直接关系到决策效果。
