摘要:土地是城市功能发挥和经济活动的基础,城市存在和发展依赖着城市的土地,在城市化和工业化的进程中,具备一定规划条件的城市土地变成稀缺品,如何发挥和实现土地的最大价值历来是土地所有者关注的焦点问题。城市土地资产经营,是指政府土地的身份,利用市场机制和市场土地资产配置的法律运作,实现了国有土地资产收益的经营活动。为此,政府必须用有成效的经营理念和配置方式来安置原本就稀缺的城市土地,政府应该达成共识的是:城市土地不应该成为政府赚钱的工具,不能成为开发商发财的手段,而是应该产业集聚提供空间载体,在土地资源配置中使土地收益最大化。本文分析了城市土地经营的现状和特点,分析了城市土地经营过程中所面临的问题,并针对性的提出了解决问题的对策。

Abstract:Land is the basis of the city functioning and economic activities. The existence and development of city depend on its land. In the process of urbanization and industrialization, with certain planning conditions of urban land has become a scarce commodity, how to play and achieve the greatest value of land has always been the focus of attention problem of land owners. Asset management of urban land, refers to the identity of the government land, the use of the legal operation of market mechanisms and market land asset allocation has achieved operating activities of Tithe inherent in land capital gains.
To this end, the government must use effective business philosophy and configuration to accommodate the already scarce urban land, the government should reach a consensus that the urban land should not be a government tool to make money, or should not be a tool to developers to get rich, but should provide space for industrial agglomeration vector manipulation to maximize land revenue in the allocation of land resources.
This paper analyzes the status and characteristics of urban land management, and analyzes the problems that the government faced in the process of urban land management, in the end it also proposes some targeted solutions and the optimal mode of urban land development.
