T市城乡居民社会养老保险一体化研究.doc

摘要:泰州市作为江苏省中部的一个现代化城市，老龄化程度较高，由此带来的养老保险问题凸显。然而，2012年泰州市出台并实行的城乡居民社会基本养老保险政策,取得了骄人的成绩。研究泰州城乡居民社会养老保险，不仅可以加快泰州城乡一体化进程和城乡建设步伐，还有利于江苏乃至全国范围内的社会养老保险制度的建立和完善。

　　　本文从介绍选题的依据和意义入手，界定了相关概念，介绍了泰州新的城乡居民社会养老保险模式的基本做法，总结了泰州获得的骄人成绩。然后以城乡一体化为标准，探究泰州城乡居民养老保险存在的问题。最后，在以上研究的基础上指出泰州城乡居民社会养老保险的发展方向，提出进一步完善泰州城乡居民社会养老保险制度的对策建议，为进一步拓展和完善我国社会养老保险事业提供新的思路。

Abstract:The aging degree of Taizhou City as a modern city which is located in central Jiangsu Province is quiet high. The pension insurance issues is also highlighted. However,the implementation of urban and rural residents social pension insurance policy in 2012 has made remarkable achievements.To research Taizhou urban and rural residents social pension insurance not only speed up the process of urbanization and the pace of urban and rural construction in Taizhou but also benefit to the Jiangsu nationwide social endowment insurance system to establish and perfect.

　　　This article started from the introduction of the selected topic’s basis and the significance,introduced Taizhou new urban and rural residents social pension insurance model basic approach and summed up the impressive achievements of Taizhou.

　　　Subsequently,in urban-rural integration as a standard,this article inquired the problems existing in Taizhou urban and rural residents social pension insurance.Finally,the author pointed out the development direction of the Taizhou urban and rural residents social pension insurance,and proposed policies and suggestions for improving the urban and rural residents social pension insurance system.All above was to provide new ideas of the expansion and improvement of China’s social pension insurance.

　　　城乡居民养老是泰州市现代化进程中不可回避，必须解决的问题。建立城乡居民社会基本养老保险制度，妥善解决城乡居民的“老有所养”，对于完善泰州市社会与保障体系、统筹城乡一体化发展、构建社会主义和谐社会具有重大的意义。当前，城乡居民社会养老保险工作已在泰州市范围内广泛开展，从实施情况看，社会效应明显。随着工作的深入，泰州市在城乡居民社会养老保险基金的管理、基金的保值增值、相关制度的衔接、经办队伍建设等方面也暴露出一些问题和矛盾，需要从立法建设、发展城市经济、加大政府财政、创新基金运营模式等方面进一步落实和完善。
