对当前我国群众体育发展现状的思考与分析（A市为例）.doc

摘要：随着生活水平地提高，休闲时间的增多，越来越多的人加入群众体育的行列.本文采用文献资料、观察法，简单叙述了当前我国群众体育发展现状，对比分析了江苏省三次国民体质监测，了解当前国民体质发展状况，以宜兴市群众体育为例来更好地分析当前群众体育发展现状，展望群众体育新的发展。

Abstract: As living standards improve, the increase in leisure time, more and more people join the ranks of the sport of the masses, this paper documents, observation, and a brief description of the current status quo of China's development of mass sports, comparative analysis of three national constitution in Jiangsu Province monitoring, understanding of the current national physical development of, Yixing mass sports as an example to better analyze the current status of development of mass sports, and looking forward to the new development of mass sports.

目前我国群众体育法制建设中存在的问题主要如下：一是群众体育部分在《体育法》中所占比例很少，且宣言性、原则性、概括性的条款内容占很大比例，缺少专门针对群众体育的立法；二是对群众体育法律法规的执行和监督能力不够；三是对于公共体育设施的建设、使用、管理的规定缺乏；四是群众体育法律责任模糊，尤其是法律法规中对违反了群众体育权利的法律责任不具体、不明确、缺乏应有的强制性和权威性。
