摘要：网络舆情主要是指网络环境由于不同事件的刺激而形成的一种可以通过网络传播人们对于此事件的态度、情感和行为倾向即民意情况。自互联网成为中国普通民众的交往方式以来，互联网越来越显示出其作为媒体的独立力量，网络舆论的独立性也明显增强，直接作用于事件进程，展现出巨大能量和独特魅力，引起了社会各界的广泛关注。在追求民主政治和谐社会的环境下，数万计的网民在面对生活中越来越多的涉及到政治利害或是与自身生活相关的事件而产生的一些集体行为行动，例如在2006年就发生的虐猫事件，直至2010年发生的“李刚门”事件等，都是通过网络凝聚了全社会的密切关注，促使相关政府部门对事件的高度重视，加大加速了事件的处理力度与处理时间。本文将通过“李刚门”和“谣盐”这两件网络热点事件的发生、处理以及影响，以案例分析的形式，分析网络舆情的特点以及由特点而引发的社会效应，从政府加强相关信息技术研究、重视对网民情绪和观点的引导以及网民提高自己的判断力等方面充分发挥网络舆论在监督权力、反映民意、民主协商中的重要作用。

Since the Internet becomes the ordinary Chinese since communication mode, the Internet has become more and more shows its as media independence forces, network opinion independence also obvious enhancement, direct role in events process, show enormous energy and unique charm, aroused wide attention of all social sectors. In the pursuit of democracy harmonious society under the environment of the Internet, in the face of tens of thousands in life more and more involved with his own life or political interests events related to some of the collective behavior caused, for example in the 2006 act of abuse in cat events happen until 2010 happen "li gang door" event, is through the network to condense the close attention of the whole society, prompting the relevant government departments attention to events, increase the accelerated the case processing strength and the processing time. This paper will "li gang door" and "a communal salt" these two network hot events, dealing with and influence, the form of the case analysis, analysis the characteristics of network public opinion and the characteristics of social effect, caused from the government to strengthen the related information technology research, attach importance to netizens emotions and ideas guidance and netizens to improve their judgment, etc make good use of network in supervisory authority, reflect public opinion poll, democratic consultation in an important role.
