摘要:伴随着我国市场经济的发展进步，建筑行业也迎来新的发展景象，传统的定额计价方式已经无法满足市场经济发展的需要，在这大背景下，工程量清单计价方式逐渐取代了传统的定额计价方式。工程量清单计价制度的推广和完善对工程造价构成和改进起了重要指导作用，在一定程度上加强了施工单位的成本控制。工程项目成本控制直接关系到施工企业的经济效益甚至影响到企业的生存与发展，施工单位应在工程量清单计价模式下对施工成本进行控制管理，从而提高企业的市场竞争力，实现企业价值的最大化。

Abstract:Progress with the development of market economy in our country, the construction industry also usher in a new development, the traditional quota valuation mode has been unable to meet the needs of the development of market economy, under this big background, the bill of quantities valuation mode gradually replaced the traditional quota valuation mode. Bill of quantities valuation system to promote and perfect the engineering cost composition and improvement plays an important guiding role, to a certain extent, to strengthen the cost control of construction unit. Engineering project cost control is directly related to the economic benefits of construction enterprises and even affect the survival and development of enterprises, construction units should be in the bill of quantities valuation mode of construction cost control management, so as to improve the market competitiveness of enterprises, realizing the maximization of enterprise value.

　　　我国国内建筑市场异常复杂，市场竞争日趋激烈，加之外国施工企业大量进入我国，国际间的竞争加剧。施工企业要想在激烈竞争中生存和发展，就必须放眼大局，改变过去粗放的管理模式当，寻求符合实际的管理方法。在施工企业经营过程中，工程项目成本控制和管理对一个企业来说至关重要，因为它贯穿于项目建设的全过程，直接影响着企业的经济利益和未来企业的发展前景。项目成本控制是施工企业不断进步拓展、提高竞争力的源泉，对施工企业来说是个永恒话题。施工企业要想提高市场竞争力，壮大自身企业就必须要把降低工程成本放在重要位置。针对施工企业成本控制方面存在的诸多问题，导致效益低下的不良局面，企业应在工程量清单计价模式下，把所有影响工程成本的各种因素控制在合理的范围内，加强成本各方面的控制和管理，才能有利于企业效益的提高，为企业生存和发展提供更广阔的空间。
