摘要

    改革开放以来，中国经济实现了飞跃式的发展，各种大、中、小型城市如雨后春笋般出现。城市用地规模的扩大必然压缩农村用地，农村用地的压缩势必造成失地农民的产生。由于失去了他们赖以生产生活的基础——土地，失地农民最基本的生活保障就成为影响社会政治经济安全发展的一个极为严重的问题。失地农民的社会保障问题具有很强的地域性，本文从嵩明县的经济发展水平和产业结构状况出发，阐述了目前嵩明县失地农民社会保障发展的现状，并通过现状找出目前社会保障制度存在的问题和不足,针对这些问题和不足提出合理的建议，寻求合理有效的方法措施完善嵩明县失地农民的社会保障，最终达到经济发展、社会和谐的良好局面。

The problem of land-losing farmers has a strong regional, this article from the Songming county economic development level and industrial structure situation, elaborated at present Songming county social security of lost territory farmer development present situation, and through the status quo to identify the current social security system problems and shortcomings; to solve these problems and put forward reasonable suggestions, effective measures to improve the method in Songming County of landless peasants social security, ultimately achieving economic development, social harmony.
