摘要：随着社会的发展与进步，旧的计划经济体制过分抑制了人们的思想和行为，已经跟不上时代的步伐，自主管理与创新成为引领我国基层社会发展的重要方向。我国近年来已经在基层社会管理中取得佳绩，通过对居民委员会和业主委员会两大自治组织的研究，分析出我国在管理基层社会中所存在的一些不足和优点。再对管理中存在的缺陷提出一些创新性的建议，为建设和谐社会贡献自己的一份才智与力量。

Abstract:With the developmeng of society, old Planned economic system has inhibited People's thought and behavior too much. It has not keep up with the pace of the times. Independent management and innovation has become an important direction of leading our country grass-roots social development. Our country in recent years have success in the social management at the grass-roots level. By means of the residents committee and the owners' committee autonomous organization research, analyze our country some of the deficiencies in management of grassroots social and benefits. Again to defects existing in the management put forward some innovative Suggestions, contributes an own strength for the construction harmonious society.
