论地方政府在食品安全监管中的职能缺失及完善(地沟油为例).doc

摘要：食品安全问题是社会发展与稳定以及经济健康发展的重大问题之一，同时也是政府社会管理和公共服务职能的重要内容。改革开放以来我国经济的快速发展，人们对生活质量的要求也越来越高，因此，食品安全问题也就成了公众关注的焦点。近年来，我国食品安全事故时有发生，其主要原因就是相关的法律法规不完善，政府的执法不严以及监管力度的不足。本文首先对食品安全的一些相关概念以及我国当前的监管现状进行了阐述，紧接着把地方政府在食品安全监管中存在的问题结合典型的案例——地沟油事件，进行实证分析。最后通过国外的有效经验，提出适合我国的安全监管对策建议。

Abstract: Food security is not only one of the important problems which is related to the stability and development of society and healthy developments of economy, but also the important content of the government's social management and public service functions . With the rapid development of China's economy since the implementation of openness and reform policy in 1978, people's requirements of high quality of life are increasing. Therefore, food security is becoming a public attention focus. Because of inadequate laws and regulation, government's laxity in law enforcement and the lack in supervision, the food safety affairs happen from time to time in recent years.This article firstly discusses some concepts of food security as well as the current regulatory status. Then, the existing problems in food security supervision in local government will be demonstrated and analysed combined with the typical problem - hogwash oil affair. In the end I put forward some suggestions which are suitable for Safety supervision from foreign effective experiences.

 目前我国在食品安全方面仍然有很多不足之处，我们应正视我国食品安全的现状，加大食品安全的监管，逐步完善食品安全监管的法律体系，实行严密的食品监控体制。同时政府也应该承担起应有的责任，建立有效的长效机制。我们相信，在政府各部门的重视下，一定可以开启食品安全的新局面，保障食品安全的良性发展势头。
