XX街道失地农民就业服务工作的问题与对策研究_行政管理.doc

【摘要】自从20世纪90年代以来，我国逐渐进入工业化阶段，也跨入了大步向城市化迈进的行列。城镇面积迅猛扩张，这就意味着更多农民的土地被用征于城市化建设，大量农民失去土地——曾经赖以生存的物质资源。事实上随着城市化速度的不断加快，大批农村人口被转化为城镇人口的同时，失地农民的就业问题也越来越突出。在全国范围内，这个问题较为普遍可见，宁波市鄞州区也不例外。失地农民的就业问题直接影响到了社会的和谐，城镇居民的安定生活。该问题也逐渐得到了政府领导的重视，出台了一系列完善失地农民就业保障的政策，来提高失地农民的素质，完成角色的合理转化，适应城镇生活。因此开展对失地农民就业服务工作的问题与对策研究，具有一定的社会价值和实际意义。

【Abstract】Since the nineteen ninties, China has entered the stage of industrialization, has become the major step toward the city economy. The rapid expansion of urban area, which means more farmers from the land be used syndrome in city construction, a large number of farmers losing land -- once material resources for survival. In fact, with the city of speed is accelerated, a large number of rural population into urban population at the same time, the employment problem of landless peasants has become increasingly prominent. In the national scope, the problem is more common, Ningbo City, Yinzhou District is no exception. The employment problem of landless peasants directly affect social harmony, stability and life of urban residents. The issue has been led by government attention, issued a series of land-lost farmers employment security policy, to improve the quality of landless peasants, reasonable conversion of characters, to adapt to urban life. Therefore the research on the problems and Countermeasures of landless farmer employment service work, has certain social value and practical significance.

　　　随着我国城市化进程的加快和市场经济的发展，城市规模不断扩大，需要大量征收城市旧城区以及周边农村的土地，在这个征用土地的过程中，有一部分土地会被征去使用，会使得一部分农民丧失了劳动的场所和生活的来源，实践调查证明，这些失地农民组成了一个庞大的社会群体，这个社会群体如果长期没有生活来源，会危及到一个地区的社会治安。更有甚者，会波及到一个社会和谐的局面。因此失地农民的就业问题成为解决就业服务的核心问题，只有将失地农民的就业问题的情况调查清楚，才能更好地对今后提出怎么完善失地农民的就业的对策。本文以钟公庙街道的失地农民为研究对象，通过问卷调查，访谈法以及文献资料查阅的方式进行研究。以实地调研为基础，选取钟公庙街道失地农民为样本，并在此基础之上，逐步了解政府对于失地农民就业服务相关的政策，前后比较，进行研究，提出自己的新的观点与解决方案。
