试论政府公信力问题及其提升.rar

摘要：政府作为一个为社会成员提供普遍服务的组织，其公信力程度通过政府履行其职责的一切行为反映出来，因此，政府公信力程度实际上是公众对政府履行其职责情况的评价。而包括我国在内的世界大部分国家存在着政府公信力下降的问题现状，突发性事件和群体性事件屡有发生，公民对政府及其解决问题的能力越发持怀疑态度。导致我国政府公信力下降的原因主要是政府公共政策制定、公共权力行使、行政职能执行、公共信息以及官员贪污腐败、官僚主义、衙门作风等方面存在的问题及其产生的原因。针对我国政府公信力的现状，如何改善和提升政府公信力提出相应的政策建议：完善决策机制，要实现政府公共政策在制定、执行、评价和反馈的过程中完整清晰地围绕公民的参与和利益平衡来运作；加强依法行政，政府讲不讲诚信，有没有公信力，一条重要标准就是看政府能不能严格执法，依法办事；合理定位政府职责，特别要加强加强社会管理和公共服务，尤其加快建立健全各种突发事件应急机制，提高保障公共安全和处置突发事件的能力；推行政务公开，建设透明政府，推行电子政务；建立民主协商机制，改善官员与百姓的信任关系。

According to China's present situation of the government credibility, how to improve and enhance the government credibility to put forward the corresponding policy: perfect decision-making mechanism, to realize the government public policy formulation, implementation, in the process of evaluation and feedback complete clearly around the participation of citizens and balancing interests to operate; Strengthen the administration according to law, the government speak good faith, have credibility, an important criterion is to see what the government can not strictly enforce the law, in accordance with the law; Reasonable positioning government duty, especially to strengthen to strengthen the social management and public service, especially to speed up the establishment of a sound all kinds of emergency mechanism, improve public safety and security emergencies ability; Public affairs, construction transparent government, promote e-government.
