摘要：发展低碳经济已成为世界贸易发展的新趋势，节能减排、新能源产业必将是未来各国调整经济结构、实现可持续发展的首选目标和新的经济增长模式。在经济全球化的背景下，面对全球气候变化、能源紧缺的严峻考验，直接通过制度政策改革、科技创新、调整产业结构、新能源开发等多种途径，实现低碳经济模式和社会可持续发展的国际贸易低碳化理应受到重视。但是由于国情和科技差距，国外发展低碳经济的认识更具说服力，在发展的路径和技术创新上更具优势。在此前提下，面对“绿色经济”模式的主题，我国借鉴国外发展低碳经济的经验，既是压力和挑战，也是难得的机遇。
本文首先归纳和总结了低碳经济研究的文献综述及评价，其次研究了中国发展低碳经济面临的问题，然后从政策法律体系、技术创新、产业结构调整、新能源开发等方面，分析了国外发展低碳经济的经验；最后，针对中国基本国情和经济发展模式，本文从推动制定和完善有利于低碳经济发展的政策法规，转变经济发展方式、着力构建低碳发展产业，调整能源结构、构建绿色能源体系及用低碳理念规划和建设、开展低碳经济试点等方面研究了中国对国外成功经验的借鉴。

Abstract：Developing the low-carbon economy has become a new trend of the world trade development, energy conservation and emission reduction, new energy industries will certainly be the first priority and new economic growth model for every nation to adjust economic structure and achieve sustainable development. Under the circumstance of globalization，facing with the global climate changes and the acid challenge of energy shortage, it should be attached great importance to that directly through the variety of ways of institutions and policies reformation, technological innovation, industrial structure adjustment and new energy exploitation to achieve the low-carbon economic model and the social sustainable development of the low-carbon international trade. Nevertheless, because of our national conditions and the technology gap, it is more persuasive on the understanding of developing the low-carbon economy and has more advantages in the development path and technology innovation. On the basis, it is not only pressure and challenge but also a rare opportunity for our country to take example by the experience of developing low-carbon economy from abroad when confronting the theme “Green economic model”.
First, this paper induces and summarizes the review and evaluation of low-carbon economy researching document, followed by study of the problems of developing the low-carbon economy in China, then analyzing other countries’ experience from policy and law system, technological innovation, industrial structure adjustment and new energy exploitation etc. Last is that on account of the fundamental realities of China and economic model, it has studied China’s referential practice to foreign countries’ successful experience from several perspectives such as promoting to formulate and improve the policies and regulations conducive to the development of low-carbon economy; the transformation of economic development efforts to build low-carbon development industry; adjust the energy structure, build a green energy system and the planning and construction of low-carbon concept, carry out the pilot of a low-carbon economy.
