摘要:服务业跨国转移是当今世界经济发展的一种重要形式,服务外包和服务业外商直接投资成为跨国转移的主要方式。南京市依托其自身的优势在服务外包和外商直接投资方面取得了迅速发展，但也存在诸多问题，如人才结构不合理、体制不完善等，需要进一步优化。本文通过对南京市服务外包的现状和服务业国际转移的条件分析，针对南京市服务业国际转移今后发展提出了一些可行性建议，即：加大对国际服务外包产业的财政投入和支持力度、加快服务外包载体平台建设、鼓励境内外知名服务外包企业落户、扶持服务外包企业做大做强、集聚高端人才构建完善的人才保障体系、创新投融资手段支持服务外包企业发展等，以此提高南京市服务业的发展水平，增强南京城市功能和综合实力，从而进一步提高南京市服务业跨国转移的整体实力和全球竞争力。

Abstract:The service industry international transfer is one of the important forms in today’s economy development. Service Outsourcing and SFDI has become the main way of international transfer. Relied on its own advantage, Nanjing has achieved rapid development in Service Outsourcing and SFDI, but it still existed many problems. For example, the structure of talents is not reasonable; the system is imperfect which still need further optimization. to analyze the present situation of Nanjing Service Outsourcing and service international transfer, direct at Nanjing international transfer in further development, this paper put forward some feasible suggestions. That is, to increase financial input and support force in international Service Outsourcing industry; to speed up the construction of platform of the Service Outstanding; to encourage domestic and overseas well-known Service Outsourcing enterprise here; to support the Service Outsourcing become bigger and stronger; to gather talents to construct perfect talent guarantee system; to innovate the means of finance investment to support the Service Outsourcing, to name just a few. Through these methods, we can improve the level of the development of Nanjing service industry, enhance the city function and comprehensive strength of Nanjing, so as to further improve the overall strength and global competitiveness of Nanjing service international transfer.
