摘 要：“科技是第一生产力”，全球经济持续发展的根本动力是科技产业的发展与创新。能否把握和抓住全球科技大发展的机遇期，在世界产业分工格局中占据优势并实现国民经济的较快发展，将在很大程度上决定一个国家未来在世界格局中的经济实力和政治地位。现今全球正处在经济信息大发展的时代，信息产业作为最具活力的科技创新领域之一，是国家信息化建设的关键，是推动国民经济增长重要引擎，已成为世界各国争夺发展主动权战略重点和衡量一个国家综合竞争力的重要标志。   

    软件产业是信息产业的核心和基础，软件产业以其超越其他任何产业的经济效益创造能力，成为未来各国经济的有力增长点。全球各国纷纷把软件产业的发展作为未来国家社会经济发展和国防安全建设的重中之重，并积极地采取各种有力措施大力发展本国的软件产业，建立健全符合本国家国情的信息产业发展战略。中印两国的软件产业几乎是同时起步，但经过几十年的发展，印度的软件产业在政府的扶植下，成为世界上仅次于美国的第二大软件出口强国；而中国软件产业虽然总体规模远超印度，但是软件产业在国际市场上的份额却相对较底，远落后于印度。本文首先通过对印度软件产业的发展历程和现状进行分析，探究印度软件发展的优势和成功经验，以及对我国软件产业发展的借鉴意义，同时，通过对中国软件产业的发展历程和现状进行分析，探究我国在发展软件产业方面存在的问题和不足；其次，通过对中印软件发展中诸方面进行详细分析比较，找出中印软件产业发展存在的现实差距；然后，通过分析我国软件产业发展存在的优势结合前面的差距分析提出促进我国软件产业出口增长的对策和建议，以期寻求一条适合我国国情的软件产业发展道路。

ABSTRACT："Science and technology is the first productivity",the fundamental driving force for the sustainable development of the world economy is the development and innovation of science and technology industry. Can grasp and seize the opportunity of development of global science and technology, occupy the advantage in the division pattern of world industry and realize the rapid development of the national economy, will determine a country's future in the pattern of the world economic and political status in the very great degree. The world is undergoing major development of economy and the information age, the information industry as one of the most dynamic areas of science and technology innovation, is the key national construction, is to promote economic growth engine, has become an important symbol of the world for the initiative in the development of the strategic focus and the measure of a country's comprehensive competitiveness. 

　　　The software industry is the core and foundation of the information industry, software industry with its more than any other industrial economic benefits of creative ability, become the future of strong growth in the economies of all countries. The world's countries have put the development of the software industry as the future of the country's social and economic development and national defense construction priority among priorities, and actively take various effective measures to vigorously develop the domestic software industry, establish the development strategy of information industry in accordance with the national conditions of sound. China and India software industry is almost at the same time start, but after decades of development, the software industry of India in the government's support, to become the world's second only to the United States of America software export powerhouse; while Chinese software industry although the overall scale than India, but the share of software industry in the international market is relatively low, far behind in India. Firstly, by analyzing the development course and the present situation of software industry in India, advantages and experience of India software development, as well as to the development of software industry of our country draw lessons from a meaning, at the same time, by analyzing the development course and the present situation of China's software industry, to study the existing in the development of software industry in China Problems and deficiencies; secondly, through the comparison of the detailed analysis of various aspects of Chinese and Indian software development, find out the existing differences between China and India software industry development; then, through the analysis of the existing China's software industry has the advantages in combination with the gap analysis put forward countermeasures and suggestions to improve the software industry export growth in China, in order to find out a suitable for China the situation of software industry development.
